Abstract: The classical statistical diffusion theory and the observed spectral properties are used to estimate the Kolmogorov constant C0 under different stability conditions and for the three velocity components. Such C0 values are realted to the characteriscs of the Eulerian velocity spectra and to the ratio between the Lagrangian and the Eulerian statistics. The results of this new method of deriving C0 values are shown to be in good agreement with previously determined C0 values in the Planetary Boundary Layer. The C0 changes as a function of the energy-containing eddies for each turbulent flow, according to the Landau arguments.
