Abstract: The concept of intermittency has been applied to generalize Kolmorogorv's hypothesis on turbulence. A new formulation for eddy diffusivity is derived from Taylor's statistical theory on turbulence and a generalized turbulent spectral equation for energy. The intermittency is modelled by a multifractal approach.
