Abstract: The concept of intermittency has been applied to generalize Kolmorogorv's hypothesis on turbulence. A new formulation for eddy diffusivity is derived from Taylor's statistical theory on turbulence and a multifractal approach to the turbulent sprectrum of energy. This framework is applied to the atmospheric turbulence on all stability conditions and for scaling law of the cosmological evolution.
